About Us
Affordable home ownership
Creating Homes is a not-for-profit corporation* that was formed to address the growing need for home ownership opportunities for moderate-income earners in the City of Cambridge. Creating Homes Board of Directors consists of an experienced group of people dedicated to the cause of affordable home ownership.
We work closely with municipalities, architects, urban planners, builders and community representatives to ensure that our homes are built in vibrant and healthy neighbourhoods. We are staffed by experts in the housing industry and who have successfully created neighbourhoods across Ontario. Our financial partner is the Home Ownership Alternatives Non Profit Corporation. The HOA organization:
- supports development through a financing continuum from the initial investigation of possible sites through land acquisition, development, construction and ultimately the long term mortgage support for the home owner, and
- creates a permanent long term fund enabling growth and ultimately self-financing reinvestment in affordable housing.
Creating Homes and HOA support the development of environmentally and socially sustainable communities that provide the basis for low and moderate income households to create family equity and have positive social impacts.
HOA supported developments, such as Creating Homes' Preston Arbour development are built according to local needs and requirements. All have been designed to reduce ownership costs to make them affordable to low and moderate income Canadians. Furthermore, the quality, scale and sustainability support the long term success of the buildings as part of their local community.
Creating Homes and HOA believe strongly that home ownership is one of the most effective ways for families to build equity.

The People Behind Creating Homes
Tim Welch: Housing Consultant, Creating Homes & Tim Welch Consulting Inc.
Tim Welch, principle of Tim Welch Consulting Inc. has more than 20 years of experience and expertise in the affordable housing industry. From his days as a policy advisor to the Ontario Minister of Housing to his role as the Development Consultant for more than 30 housing developments throughout Ontario and as an author of numerous policy papers, Tim Welch has brought much-needed clarity and expertise to the field of housing.
As an industry expert, the team at TWCinc assists communities in delivering housing that is accessible and affordable. His experience in formulating new ideas and solutions allows communities to grow dynamic neighbourhoods that provide quality housing to citizens who want to be homeowners.
Kate Leeming: Housing Consultant, Creating Homes
Kate has more than 30 years of experience in housing, including input in design of developments, property management, overseeing capital works projects/maintenance, resident and staff relations. Kate's involvement in processes regarding funding applications for new developments helps achieve successful outcomes for all stakeholders, including new home owners and the communities they live in. Her experience in administering and providing direction for Municipalities regarding the home ownership component of the Canada-Ontario Affordable Housing Program and Southern Ontario Region includes preparing Ministerial Consents, Project Information Forms and various documents required for new development of projects. Her ability to prepare business plans, undertake analytical studies and working with all stakeholders in order to access Affordable Housing Funds makes her indispensible to new projects.
John Farley: Housing Consultant, Creating Homes
With more than a decade of sales, marketing and project management experience, John is an essential member of the Creating Homes team. Since 2005, he has consulted on affordable ownership projects acting in the role as sales and marketing coordinator and community liaison. John understands the development and planning processes necessary to deliver successful projects.
